Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are waged: hopeful statements are delivered from various governments. Immense energy is devoted on restraining specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "settlement".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a ability afforded by up-to-date information. From witness perspectives, military aircraft that had been scrambled to engage hostile aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense engaged: several firings deployed against a incoming threat. This was a modern interception technology at work, most likely provided by partner states. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly transforms into resigned acknowledgment: possibly the hostile projectile won't hit its mark this time, sparing the city from devastation and further power outages.
Continuous Dangers
Soon after, a large-caliber weapon fired at a aerial vehicle somewhere nearby, part of a mobile-fire group – most likely imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its target.
Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a dependence that regional partners are evidently unprepared to fill in the immediate future.
Unsuccessful Negotiations
The 28-point plan from American leadership provoked deep reactions, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new proposal from US leadership adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, no doubt, endure.
Tactical Assessments
It is convenient to criticize certain parties of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. American leadership works based on a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is unrealistic to pressure the Kremlin to relinquish the land that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, US leadership does nothing to discourage Russia, through words or deeds, from believing that the current condition will not change more in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a complete military breakdown until conditions improve in its benefit.
Present Conditions
Objectively, there are no real preconditions for a truce. Now, individual motivations are entering the equation: political desires to negotiate peace and secure international recognition, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their mission will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.
These two forces are guiding negotiations.
Summary and Prospects
It took a mere seven days to eliminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all served their function.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require continued Western support.
